Does Metro data include location data collected from cell phones through other means than recording on Strava, such as Location-based services (LBS)?

No. Strava Metro data is generated exclusively from activities recorded using the Strava app or devices connected to Strava.

It does not include any passive or background location data collected through other mobile applications, carriers, or third-party services. Metro data represents anonymized, aggregated summaries of public activities that Strava members have chosen to share.
