No. The Strava Heatmap is meant for general viewing, not for measuring or comparing activity between locations.
The Heatmap shows a snapshot of activity patterns based on a portion of public activities shared by Strava athletes. You can read more about how it works here: Strava Metro and the Global Heatmap.
Because the Heatmap changes depending on zoom level and location, and because the colors are relative, detailed or pixel-level analysis will not give reliable results.
If you need quantifiable stats for planning or analysis, use the data available in Metroview instead:
